Highly Skilled Migrant Programme
The Highly Skilled Migrant Programme (HSMP) is a popular programme allowing entry into the UK for skilled professionals. It is a relatively new programme, having been introduced in January 2002.
The HSMP is designed to attract university graduates to the UK because of the shortage of qualified professionals that exists here, particularly in the fields of medicine, IT, science, engineering and teaching.
The HSMP works by setting out various qualifying criteria which allow applicants to earn points. Points may be earned for graduate or post-graduate degrees, for work experience and for past earnings, amongst other criteria. If the applicant earns enough points then he or she is eligible to enter the UK under the scheme.
Since October 2003 the HSMP has become more attractive because there has been an easing of the qualifying criteria. For example, less points are required for entry, and applicants may now earn points for the professional qualifications of their spouse.
The HSMP remains the best immigration scheme for skilled professionals because applicants do not need to have a confirmed job offer prior to entry, and as such they are not tied to any employer. Applicants are free to take contract work or to work part-time upon entry if they so wish. Moreover, successful applicants may apply for Permanent Residency after only four years, allowing free access to the EU region.
